Xi Meets Botswana President as 51 Years of Diplomatic Ties Enter New Era of Strategic Cooperation

China and Botswana Upgrade Relations to Strategic Partnership
China, Botswana upgrade relations, expand cooperation in mining, zero-tariff trade, industrial investment and digital transformation
Chinese President Xi Jinping on Tuesday met with Botswana President Duma Gideon Boko at the Great Hall of the People in Beijing, as both countries announced the elevation of bilateral relations to a Comprehensive Strategic Cooperative Partnership.
The development marks a major milestone in 51 years of diplomatic relations, with both countries seeking to expand cooperation beyond traditional resource trade into industrial development, technology transfer and local manufacturing.
The two leaders witnessed the signing of cooperation agreements covering green mining, healthcare, human resources development, the Belt and Road Initiative and the implementation of the Global Security Initiative.
Mining emerged as a central focus of the talks.
Xi outlined four principles for China-Africa mining cooperation, emphasising African ownership of mineral resources, mutual benefits, local processing and value addition, and a fair and open investment environment.
He said China was prepared to support African countries in developing their mineral industries through green technologies, sustainable financing and stronger industrial partnerships.
The approach signals a shift from raw mineral extraction towards processing, manufacturing and greater participation in industrial value chains.
On trade, Xi encouraged Botswana to take advantage of China's zero-tariff policy for African countries maintaining diplomatic relations with Beijing to expand exports to the Chinese market.
He also called for stronger cooperation in agriculture, livestock development, the digital economy and smart education.
President Boko welcomed greater Chinese investment in Botswana's mining, agriculture, infrastructure and digital sectors, describing China's development experience as valuable to his country's economic transformation.
The upgraded partnership builds on more than five decades of diplomatic engagement.
In 1971, Botswana supported the restoration of the People's Republic of China's lawful seat at the United Nations.
The two countries formally established diplomatic relations on January 6, 1975, subsequently expanding cooperation in infrastructure, healthcare, education and trade.
Their relationship was elevated to a Strategic Partnership in 2024, followed by the celebration of 50 years of diplomatic relations in 2025.
The latest upgrade in 2026 represents another significant step in bilateral relations.
Analysts say the partnership could create fresh opportunities for Botswana's industrial diversification while opening new avenues for Chinese investment in green mining, agricultural processing and digital infrastructure.
The development also reflects a broader transformation in China-Africa economic cooperation, increasingly focused on technology transfer, local manufacturing and industrial value addition.
