Nigeria’s Oil Sector Draws Fresh Chinese Investment as Reform Drive Gains Momentum

Nigeria’s oil sector is attracting fresh interest from Chinese investors as the Federal Government intensifies efforts to make the industry more transparent, competitive and capable of drawing long-term capital.
Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri, received the management of Highban Resources Limited alongside its Chinese investment partners, Manshi Investment Group and Richland SG Petroleum Company Limited, following the company’s success in Nigeria’s recent oil licensing round.
The meeting highlights growing interest from Chinese investors in Nigeria’s petroleum industry at a time when the government is pushing reforms designed to encourage companies with the financial and technical capacity to develop oil and gas assets.
Chinese Partners Signal Readiness to Invest
Highban Resources was among the companies that emerged from Nigeria’s 2025 licensing round, with the company securing Petroleum Prospecting Licence 700.
The Nigerian Upstream Regulatory Commission (NUPRC) previously listed Highban Resources among the successful companies from the licensing process, while stressing that successful bidders must meet their financial obligations and develop their awarded assets in line with the country’s petroleum regulations.
During their engagement with Lokpobiri, the company and its Chinese partners expressed confidence in Nigeria’s investment environment and indicated that they were preparing to commence operations.
For Nigeria, the development could translate into new capital, technical expertise and activity around petroleum assets if the planned investments move from commitments into actual field development.
Government Pushes for Active Investors
Lokpobiri said recent reforms in the oil sector were helping to attract investors with the capacity to develop Nigeria’s petroleum resources.
According to the minister, the latest licensing round demonstrated greater clarity and credibility in the government’s processes, which he said had helped attract investors capable of deploying capital.
The government is also seeking to discourage companies from acquiring licences simply to hold them without developing the underlying assets.
Lokpobiri stressed that investors are expected to move into the field, deploy capital, create value and contribute to the growth of Nigeria’s oil and gas industry.
China’s Growing Role in Nigeria’s Energy Sector
The latest development adds to broader efforts to deepen Nigeria-China cooperation in the energy sector.
Chinese companies have maintained a significant presence across Nigeria’s infrastructure and energy landscape, while Nigerian authorities continue to seek additional foreign investment to expand production and develop new projects.
The interest from Highban’s Chinese partners also comes as other Nigerian institutions explore ways of attracting more Chinese capital into the oil and gas industry.
In a related development earlier this month, the Revenue Mobilisation, Allocation and Fiscal Commission began consultations ahead of a proposed oil and gas investment summit in China, provisionally scheduled for November 2026. The proposed summit is intended to showcase opportunities in Nigeria’s upstream and downstream petroleum sectors and attract fresh investment.
From Licences to Production
The key test for the latest investment interest will be how quickly successful investors move from licensing and commitments to actual project development.
Nigeria is seeking to increase investment in its petroleum industry while improving transparency and ensuring that awarded assets are actively developed.
For Chinese investors, Nigeria offers a large energy market and significant petroleum resources. For Nigeria, deeper Chinese participation could bring additional financing, technical partnerships and opportunities for faster development of oil and gas assets.
As the government continues its reform programme, the arrival of investors prepared to commit capital and develop petroleum assets could become an important part of efforts to strengthen Nigeria’s energy sector and maximise the value of its natural resources.
